    Background/Introduction
    "Official Registering Facilities"
    [ PROBLEM ]
    The current software provides the capability for one facility to send to NPIRS the edits, merges, and/or deletes of Health record Numbers (HRNs) that belong to a different facility.  This 'feature' is being eliminated in
    this patch.
    For example: Sells Az. and San Xavier Az. each have their own CPU and Registration data bases.
    1.  Sells should be the only facility sending edits/changes for Sells HRNs to NPIRS.
    2.  San Xavier should be the only facility sending edits/changes for San Xavier HRNs to NPIRS.
    Sells stores San Xavier HRNs in their data base, since Sells patients are commonly treated at San Xavier. Some times the San Xavier HRNs are entered in error and later need to be corrected. These changes of the San Xavier
    HRNs in the Sells data base should not be sent to NPIRS overwriting what San Xavier had properly sent to NPIRS.
    Example: Consider the following:  Sells and San Xavier have the following patients and HRNs logged for those patients.
    Sells     Fac       HRN       San X     Fac       HRN
    Doe,John  Sells     12345     Doe,John  San X     54321
    San X     51234     Sells     12345
    Day,Mary  San X     51234
    Sells finds out they have the wrong San Xavier HRN for Doe,John. They proceed to edit, in their data base, the San Xavier HRN of 51234 and change it to 54321 to correct their data base. The data base at Sells then sends to
    NPIRS the instruction "change the San Xavier HRN 51234 to 54321".  NPIRS then merges San Xavier 51234 into the San Xavier HRN of 54321 and then deletes San Xavier 51234. Mary Day has now disappeared from the NPIRS data
    base and the record 54321 is now the merge of two different patients.  This is not the desired result.
    Sells should not send out San Xavier HRN changes and San Xavier should not send out Sells HRN changes. San Xavier should be considered the "Official Registering Facility" or master when referring to San Xavier HRNs and
    Sells should be considered the "Official Registering Facility" or master when referring to Sells HRNs. A facility should only send out HRN changes or additions only if it is considered to be an "Official Registering
    Facility" when referring to those HRNs in its data base.
    [ SOLUTION ]
    The software needs to know when and when not to send HRN changes to NPIRS.  To accomplish this the following changes have been made:
    1.   The Registration Parameters file has had a field added to it titled "OFFICIAL REGISTERING FACILITY".  It is set of codes Yes or No.
    2.    Sites are to use the existing menu [AGSUP] Supervisory Functions to access and edit the Registration Parameters file.  Those site in the file that are to have their HRN changes sent to NPIRS are to have the field
    "OFFICIAL REGISTERING FACILITY" set to YES. This accommodates the site itself and any satellite facilities it is "Officially" gathering registration data for.
    3.   The transmission and error checking routines now check to see whether or not the site associated with a HRN change is considered to be a "Official Registering Facility" as entered into the "Official Registering
    Facility" field in the Registration Parameters file.  If it is, the transmission to NPIRS is sent.  Otherwise it is not.
