    As of AUG 2001, there will be a unique ID for the VISIT file and for the PATIENT file.  This ID is primarily for identifying the record in RPMS data repositories, e.g. NPIRS.
    The unique ID is a field of 16 characters, all digits, but must be defined as free text to accommodate non-cannonic identifiers.  The last 10 characters of the ID will be the IEN of the record, left-filled with zeros.
    E.g.:  0020880000000876 could be a record identifier.
    The first 6 digits of the record ID should be valid and reliable, as the value is contained in this field, and ASUFACs are not reusable.
    The last 10 digits of the record ID should be valid and reliable, as it is highly unlikely that entries in the VISIT or PATIENT file would be moved into another IEN, because of the complexity of dealing with pointers to
    the existing IEN, and current policy is to not allow users to delete those entries once created.
